I just started on microgynon Fe contraceptive pill which I take at 10:00am everyday. However on day 3 and 4 took the pill 1 hour late (11:00am). I had unprotected sex on day 10. Did I have I to take plan B? Could I get pregnant?

If you just started taking birth control pills, it's usually recommended that you use a backup birth control method for 7 days. Some doctors recommend 14 days to give the pills a chance to take effect. I think your risk is low as it was day 10. But the only way to be sure is to take a home pregnancy test if your period does not come as expected.

Does taking the pill one hour late significantly reduce the efficiency of the pill? What does taking the pill at the same time everyday mean? Within the same hour? At the exact time everyday?

According to Planned Parenthood, it depends on the type of birth control pill.
*If you take a progestin-only pill more than three hours past the regular time, you need to use a backup method of birth control (like a condom) for the next 48 hours. Combination pills, on the other hand, give you a little more leeway. It’s only essential that you take the pill every day. But taking the pill at the same time every day can still make it more effective. That’s because most people are more likely to remember to take the pill if they make it a regular part of their routine. *
