this person has had many strokes now hes having trouble walking feet hurt and hands and arms,,and he choking on his food,,

Yes, it is possible he could have had another stroke or his current condition is worsening. Please seek medical attention for him. If he can no longer do these things, and he was able to, even somewhat before, he needs to be evaluated.
