Why did he apologize for making out with me?

so i went over a guys house that i am seeing, we watched a movie and all, and right before we left he kissed me and we kind of made out on the lounge, at first i was sitting and he was kind of leaning in towards me and held both my wrists, he kissed my neck and lips so quick, i told him to calm down, and he did so, and we kissed like that for a little bit, he kissed my neck and then got me to go on top of him, i felt his boner, every time he wanted to touch my bum i lifted his hands up and put it on my back instead, and he giggled at it a few times. but nothing further than that, he didn't try to do anything else, he didn't try to take me to his room, which was a good thing.. so it lasted about 5 minutes. then i got up and sat and it was a bit awkward so he went and showered. after a few minutes he was out and i had to go so i was walking out the door and he had to leave to go somewhere as well. the door was locked when i tried opening it and he said ‘wait ill unlock it, its locked, by the way i am sorry for what happened, for everything i did’’, and i said ‘’oh OK’’. i went into my car and so did he, after a few minutes he called me and asked if i was home (we live 5 minutes away from each other). he said ‘are you home? i just called to tell you that i didn't have any bad intentions when i invited you over, i don’t want you to think like that’ and i said ‘’well you made me think that you did after what happened’’ he said ‘’no i promise i had no intentions at all, i was just stupid.’’. i said OK and we hung up. i then got home and he messaged me after a few minutes again, asking what he should eat and bla bla, he also asked me if i forgave him, i said to him ‘why do you care about it?’’. he said ‘’because it wasn't right, i shouldn't have done any of it and i feel bad’’. after that text he sent me we texted a few times and the conversation ended there, now, it has been 2 days and this guy has not called and even texted me. i have known him for 4 years but have recently gotten close and have been talking everything for a whole month. i am really confused, why did he apologise for making out with me? how do i know if he thinks bad of me? if he didn't care about it all why would he apologise at the door, call up and apologise and also apologise again in his text? if he does care, then why hasn't he texted? i have a feeling i have turned him off. why would a guy apologise for making out with a girl? please help me. what should i do? i dont want to be the one to text first ? also how should i react after what has happened.?
