My boyfriend and I had sex, and the condom ripped. He didn't ejaculate inside of me, but there may have been pre ejaculate. I am on the pill. I have not missed a pill and have been taking it every day at the same time (give or take 15 minutes a couple times). Less than an hour later, I took a plan B pill. Is it likely that I am pregnant?

Since you have been taking your daily birth control pill, there was no need to take Plan B.
I do not see any risk of becoming pregnant.
