Withdrawal bleeding happens when a woman is on birth control and she bleeds on the 4th week after withdrawing from active pills that she has taken for 21 days.
If you mean you were bleeding from taking EC, this is not withdrawal bleeding, it's a side effect of the Pill and you would not be protected from pregnancy when this happens. You will need to take EC again and if wanting to avoid pregnancy you will always need to take it. That is not the purpose of EC, it's for emergencies and can cause a lot of irregularity if taken like this. But yes, you would need to take it again to prevent ovulation.
