My period was on the 9 and me and my bf got carried away on the 21 . he started rubbing his penis on my vagina but we were both standing up and I wasn't spreading my legs and he had a little bit of precm on the tip but most of it was covered by his skin I'm is there a chance I can be pregnant ?

Your vagina is inside of your body. I am assuming he rubbed his penis on your pubic area. Without insertion and ejaculation f semen, there was no risk for becoming pregnant.
Pre ejaculate fluid itself does not contain sperm. If he had a recent ejaculation, sperm would have remained in his urethra. This is a tube through which semen and urine pass. Once he urinated, any sperm was flushed out.
