Chance of pregnancy without ejaculation or penetration?

This weekend my girlfriend and I were at the lake and were underwater and her and I rubbed our genitals together for a few minutes. There was no penetration and I never ejaculated. I checked for precm but do not think there was any there. I had urinated several times since my last ejaculation before that. She took plan B about 9-12 hours after the incident just to be safe. Is there a risk of pregnancy? This should be a low risk incident correct? I can't help but be nervous

There was no need for her take ECP. There is a risk of pregnancy when a woman has unprotected sex with ejaculation inside her vagina or (more rarely) on the opening.
