I have a creamy white discharge sitting on my vagina but it's not an infection , what could it be ?

If the discharge that you are seeing is clear or milky white with no odor, then it is normal. If it is clumpy like cottage cheese, has an odor or starts to look yellowish or turn colors, then you certainly want to call your doctor.
