Is it normal for my tampon string to be bloody, but my tampon almost 100% clean?

I am 43 years old. For maybe a year or more I have to wear a panty liner with my tampon because it leaks within a few minutes of inserting a new tampon. The string will be bloody, but the tampon inside clean. I'm going crazy with this!!! I did have bladder surgery two years ago, but that is the only change I can think of.

Thanks Rosa. Neither of these were much help to me, but thank you. I forgot to add that in addition to my bladder/cystocele repair I also had a uterine prolapse repair - both at the same time. Not sure if this has anything to do with it. My problem happens everytime I have my period and almost every day of my period until the flow slows a good bit. I'm not sure why I bother to wear a tampon anymore.
