Unfortunately, in your situation, the most you can do is inform your friend about STD's, HIV, unwanted pregnancy and let her know that there are planned parenthood clinics that she can go to if she needs condoms and oral contraceptives. I hope she will take your advice and recommendations and decide that if she is going to be sexually active that she should do it responsibly.
