I can not get my heart rate higher than 73, is that normal?

We can certainly say it's not abnormal. Most people have a rate of 70-100 beats per minute with premier athletes being as low as 30 - like the tennis great Björn Borg had!

Why are you trying to increase your heart rate, or at least trying to see how high it goes? Does it get to 73 during exercise? If so, this is perfectly fine. What's your rate at rest or as you awake, do you know? It's probably lower.

But either way, your heart is beating at a very healthy rate.
