Believe it or not, some men don't like to perform oral sex and he may get turned on by you initiating the sex. If you are initiating it every time, then you're not giving him a chance to come on to you and he may not feel the need to do it because you are already.

You won't know why he hasn't performed oral sex on you unless you openly ask him. He may not feel comfortable doing it yet. I don't know how old you and your boyfriend are so I don't want to say he may never have done it before, but like I said earlier he may just not be into that.

If you feel comfortable asking him, then do it. You have nothing to lose and you'll have an answer to something that is clearly bothering you. There is no shame in asking.
