last month i had two periods one on the 8th and the other around the 20th or so well it is now the 13th of this month and i have not started or no sign of a period, i have a milky white discharge could i already be pregnant or to soon to tell?

If there's no discernible or unpleasant odor, this may be the normal discharge of old cells, not a symptom of early pregnancy. If, however, there is an unpleasant odor, or itching or discomfort, you could have a case of vaginitis.
Most menstrual cycles are typically 28 days - measured from the first day of one period to the first day of the next - but can vary from one woman to the next. After all, we're all different.
Try to do the math as closely as possible to see if you're still within date range.
