My boyfriend and I were fooling around but he was wearing a condom. He never went inside me though only touched around my area. The first time, he put the condom on the wrong way but then fixed it later and touched my area. The second time, he put it on right, and touched my area again. My period is one week late. My breasts are sore which is a common symptom for me before my period. Is it possible that I can get pregnant though? He never went inside me and never ejaculated but I'm scared that precum went on the condom when he put it on the wrong way

Sorry. I wasnt clear. The first time he put it on the wrong way then he realized it was wrong a few seconds later when it wouldn't roll down. He fixed it and then he started touching me. The second time we fooled around was on a different day with a new condom. Again he never inserted his penis in my vagina and he never ejaculated either.

Did your boyfriend use the same condom, just turning it right side out and reapplying it?
If so, and there was pre-ejaculate or pre-cum in the condom, there is a slight change that sperm could have entered your vagina when you were fooling around the second time.
The anxiety and concern of a possible pregnancy can cause your period to be late. I suggest that you wait 2 or 3 more days. I don't think you could have gotten pregnant this way, but, if you still don't get your period by the end of this week, take a home pregnancy test.
In case of future application errors, your boyfriend should use a new condom. And you should start using some form of birth control on a regular basis, because condoms are not 100% effective in preventing an unwanted pregnancy.
