I & my GF have never done sex but last night we tried out but my penis not get inserted in her vagina but due to excitment I ejaculated my sperm over my GF vagina from outside not in the vagina did she get pregnant. and what tablets can we use to prevent pregnancy if happens. note- my penis s never came out of my foreskin & my partner vagina seal is also not broken till now

No, she cannot become pregnant from this event. The only way for her to become pregnant is if you ejaculate into her vagina during penetration.
She does not need to take any action at this point. In the future I suggest that you use a condom or your girlfriend may want to start taking a birth control pill if you two plan on having intercourse in the future.
