Me and my girl friend had a good time and we had an oral sex session. I didnt came but some precM was there in her lips not in mouth. And was wiped with in seconds. But there was a small rash on her lips. Will sperm in precM(if it was there) can absorbed by blood and can cause a pregnancy as blood circulates ? What happens if sperm mix with blood.?

The short answer is no. You cannot get pregnant this way. A woman cannot get pregnant unless she has unprotected sex (intercourse) with ejaculation inside (or rarely) on the opening to her vagina.
Pre-ejaculate fluid itself does not contain sperm. If a man had a prior yet recent ejaculation, sperm might remain in the urethra, (the tube through which urine and semen pass). Once a man urinated, any remaining sperm would be flushed out.

If you read my reply, I answered your question on how a woman gets pregnant. It's definitely not through semen on a cut. If you have doubts about this information, contact your doctor.
