Hi, for my future education...If I am having manual sex with my male friend (he is fully clothed with shorts but no underwear, and he fingers my vagina), is there a need for him to wear a condom to prevent pregnancy? Since he is wearing his shorts, the shorts already acts as a fabric barrier right? I mean sometimes he touches his shorts or scratch himself through his shorts although unintentionally, but the shorts are a barrier so I guess nothing could get through? Is wearing a condom necessary then?

A condom is not necessary - nobody is naked and you are not having intercourse. We have now answered this question for you numerous times and cannot continue to do so as we are explaining the same concepts continually and you reply by asking the same questions again. We need to move on and help other readers.
Perhaps you may want to abstain from any kind of physical activity with a male until you educate yourself in how sex works from a biological standpoint.
