I am a female. I was having sex and before my partner ejaculated he used "the pull out method" and came on my mons pubis and close to my vagina and I am unsure on whether or not I am safe.

We can't be sure either. This is why the withdrawal method isn't as safe as other methods of birth control. Take emergency contraception if you feel you should.

Were you ovulating or close to ovulating at the time?

If not, and considering he ejaculated outside of your vagina, there would have been no risk for becoming pregnant.
