You may have a few options. There are bras sold with padding or there are also those called water bras that can create the appearance of bigger breasts. Victoria's Secret has some great bra's that have padding and lift you up to REALLY create the look of having bigger breasts than you really do.

I have also seen some silicone bra fillers that are simply either applied inside the bra or directly into a strapless gown or shirt (can be taped to the side). These are called silicone bra inserts and sold online through amazon and there is one company that I remember making them called "takeouts". I believe walgreens, cvs, and bed, bath, and beyond used to carry them at one point.

Your third option is breast implants. This is a permanent solution to your problem. Of course there can be effects from it such as infections, you may be unhappy with the result, or even death from surgery. I am not implying that you should get this procedure one nor am I deterring it. Many women are happy with their surgery because they never have to buy a stuffed bra again. Ultimately, I would HIGHLY recommend doing your own research on the bras and especially the surgery since a bra that you are unhappy with can simply be returned. Good luck with whatever you decide.
